China's New CCC Certification Mandate for Electric Bicycle Batteries and Chargers
TapTechNews July 2nd news, the State Administration for Market Regulation today released an announcement that mandatory product certification (CCC certification) management will be implemented on lithium-ion batteries for electric bicycles and chargers for electric bicycles. It will start accepting certification commissions from October 15th, 2024.
After November 1st, 2025, lithium-ion batteries for electric bicycles and chargers for electric bicycles should have passed CCC certification and be labeled with the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities. Implementing CCC certification separately for lithium-ion batteries and chargers for electric bicycles is an important measure to implement the whole-chain rectification action of potential safety hazards of electric bicycles. This means that it is required that a third-party certification agency confirms that the product continuously meets the requirements of electrical safety, mechanical safety, environmental safety, heat resistance and flame retardancy, and mutually recognized and coordinated charging as stipulated in the mandatory national standards.

In order to further strengthen the supervision of the quality and safety of electric bicycles, according to the relevant provisions of the Regulations of the People's Republic of China on Certification and Accreditation, the State Administration for Market Regulation has decided to implement mandatory product certification (CCC certification) management on lithium-ion batteries for electric bicycles and chargers for electric bicycles, and the relevant announcements are as follows:
1. Starting from October 15th, 2024, the designated certification agency will begin to accept CCC certification commissions for lithium-ion batteries for electric bicycles and chargers for electric bicycles (the product description and definition are detailed in the attachment), and carry out CCC certification work in accordance with the corresponding mandatory product certification implementation rules and applicable standards. Under the premise of controllable certification risks and ensuring the quality of certification, existing qualified assessment results should be actively adopted to reduce the burden on enterprises and facilitate their obtaining certificates.
2. From November 1st, 2025, lithium-ion batteries for electric bicycles and chargers for electric bicycles must pass CCC certification and be labeled with the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
3. The certification agencies and laboratories undertaking the CCC certification and testing work of lithium-ion batteries for electric bicycles and chargers for electric bicycles will be separately designated.
