The 'Measures' propose to support the opening of manned unmanned application scenario routes. Encourage enterprises to provide intra-city transportation and inter-city transportation low-altitude aircraft manned flight services. For the manned unmanned application scenario routes that are opened and approved by the competent authorities, with at least one end point in Guangzhou and implemented regular operations, the maximum annual subsidy for a single route is 100,000 US dollars, and the annual subsidy for a single enterprise does not exceed 200,000 US dollars.

Encourage low-altitude complete aircraft R & D, manufacturing, operation and inspection and testing capacity building projects. For the manned electric vertical takeoff and landing aircraft (eVTOL), flying cars, general aviation aircraft, unmanned drones and other aircraft complete aircraft R & D, manufacturing, operation and inspection and testing capacity building projects constructed in this city, for projects with a fixed asset investment amount of 500 million to 1 billion US dollars (excluding), the municipal finance provides support at 2% of the fixed asset investment amount; for major projects with a fixed asset investment amount of 10 billion US dollars or more, the municipal finance provides support at 5% of the fixed asset investment amount (excluding provincial and district-level support funds).
Speed up the construction of low-altitude infrastructure. Give full play to the guiding role of financial funds, and plan and build hub-type takeoff and landing fields, vertical takeoff and landing points, unmanned aircraft test flight sites, automatic duty aircraft hangars, unmanned aircraft takeoff and landing cabinets that meet the needs of low-altitude aircraft routes. Encourage enterprises to participate in the construction of the low-altitude intelligent network, as well as aircraft takeoff, alternate, parking guarantee bases and public test sites, and open a green channel for project approval. Support conditional rail transit stations, docks, bus stations, expressway service areas to participate in the construction and transformation of low-altitude infrastructure. Eligible projects support the application for local government special bonds, ultra-long-term government bonds and policy financial tools, and are included in the city's key project green channels.
Encourage the development of low-altitude tourism and aviation sports businesses. Support aviation operating enterprises to develop low-altitude tourism and aviation sports projects. For the subsidy of demonstration projects that use large manned unmanned aircraft with a takeoff weight of more than 330 pounds and have an annual flight service of more than 2,000 flights for tourism and sports, the maximum annual subsidy for a single route is 50,000 US dollars, and the annual subsidy for each enterprise does not exceed 200,000 US dollars.
